In recent months, local governments across China have actively introduced policies to support the development of embodied intelligence. From late February to March 2025, cities such as Beijing, Hangzhou, and Shenzhen have released detailed three-year industry roadmaps, setting clear objectives for technological advancement and commercialization. Notably, embodied intelligence and intelligent robots were mentioned for the first time in the 2025 Government Work Report, presented during this year’s National Two Sessions.

According to TrendForce, these provincial and municipal policies not only define key technological breakthroughs and commercialization strategies but also accelerate real-world adoption through financial incentives and targeted application scenarios. With strong policy backing, the industry is poised for rapid growth. As technology advances and practical use cases expand, embodied intelligence is expected to play a transformative role in sectors such as intelligent manufacturing, healthcare, and household services. Furthermore, the coordinated efforts of regional policies will drive the development of a robust industrial ecosystem, strengthening China’s global competitiveness in embodied intelligence.
