[News] China Adds 28 U.S. Entities to Export Control List before Trump Takes Office, with Epi-wafer Giant Included

According to a report by Chinese media outlet ijiwei,  China has announced the enforcement of export control measures targeting 28 U.S. entities before Trump takes office. These measures prohibit the export of dual-use items to these entities, and any ongoing export activities related to these companies must be halted immediately.

The report notes that on January 2, the Ministry of Commerce of China issued an official notice stating that, in accordance with the Export Control Law of the People’s Republic of China and the Regulations on the Administration of Export Control of Dual-Use Items of the People’s Republic of China, China has decided to place 28 U.S. entities, including General Dynamics and Boeing Defense, Space & Security, on its export control list to safeguard national security and fulfill international obligations such as non-proliferation.

In exceptional cases where an export is deemed necessary, exporters are required to submit an application to the Ministry of Commerce for approval, as mentioned by the report.

Notably, among the companies, the report highlights Intelligent Epitaxy Technology (IntelliEPI) as a global leader in epitaxial wafer production, specializing in III-V compound semiconductors such as gallium arsenide (GaAs), indium phosphide (InP), and gallium antimonide (GaSb). The company employs advanced Molecular Beam Epitaxy (MBE) technology for its production processes.

As indicated by the report, IntelliEPI offers vertically integrated capabilities, covering everything from substrate manufacturing to epitaxial wafer manufacturing. Its products serve a wide range of applications, including commercial uses such as wireless communication, satellite communication, and fiber-optic communication, as well as space and defense applications like infrared sensing, night vision, and imaging. Headquartered in Texas, U.S., the company went public on July 24, 2013.

In recent years, the U.S. has imposed sanctions on hundreds of Chinese companies, citing national security concerns. In December 2024, the Biden administration introduced a new wave of export restrictions targeting 140 Chinese semiconductor companies. The measures  include restrictions on shipments of high-bandwidth memory (HBM) chips to China, which is essential for advanced applications such as AI training. On December 23, President Joe Biden also announced the launch of a Section 301 investigation into Chinese-made legacy semiconductors.

In response to U.S. export control, China has restricted exports of rare earths and critical minerals crucial for advanced chips and weaponry. In December 2024, China’s Ministry of Commerce announced an immediate ban on exporting dual-use items like gallium, germanium, antimony, and superhard materials to the U.S.
