According to Science and Technology Innovation Express News and Securities Daily, the China Semiconductor Industry Association advises that the origin of integrated circuits should be determined by where the wafer is fabricated.
Citing an urgent notice issued by the China Semiconductor Industry Association this morning, the reports explain that under China’s customs rules, the country of origin follows the four-digit tariff code change—meaning the place where the wafer is fabricated should be considered as the country of origin.
Additionally, the China Semiconductor Industry Association recommends that, whether packaged or not, the origin of integrated circuits should be declared based on the location of the wafer fabrication plant during import customs clearance, as highlighted by the reports.
